The strategic plan of the Republic of Serbia for the sustainable management of sludge generated at sewage treatment plants, as determined by the "Sludge Management Program for the period 2023-2032" .
The program analyzes the current situation, identifies problems and proposes priority projects to improve infrastructure and reduce the negative effects of sludge on human health and ecosystems.
In those settlements where sewage treatment plants operate, local governments are constantly looking for cost-effective and sustainable solutions that can be used to turn sludge into a valuable, environmentally friendly product. The aim is to avoid environmental pollution and the increase in the price of water services, since the dumping of sludge at the waste treatment plant has not proven to be economical based on the practice so far. .
The Ministry of the Environment has taken an initiative to finance projects in which research is carried out on the possibilities and methods of turning waste into resources. The Szabadka Regional Waste Disposal Co., Ltd. practical examples of the use of sludge in a circular economy are realized in the field, where industrial cooperation creates an opportunity for companies to team up and jointly invest in innovative systems and the development of new business models that ensure long-term compliance with environmental protection requirements.
One such project is the initiative called "Turning sewage sludge into compost".. The goals of the project are in line with the "Circular Economy Roadmap in Serbia" document, which envisages minimizing the use of natural resources and energy, as well as reducing the generation of waste, pollution and other negative environmental impacts..
In Serbia, large-scale investments are planned for the construction of the sewer network and sewage treatment plants, the by-product of which is sludge. By the end of the planning period 2023-2041, 0.5-0.6 million tons of dewatered and stabilized sludge is expected to be generated in the Republic of Serbia, which represents a serious burden on regional landfills and the environment.
The "Conversion of sewage sludge into compost" project was carried out by Szabadka Regional Hulladéklerákó kft. implemented with the financial support of the Swiss Government, within the framework of the "EU for the Green Agenda in Serbia" initiative. This initiative is implemented with technical and financial support from the European Union (EU) and in partnership with the Ministry of the Environment, implemented by the United Nations Development Program (UNDP) in cooperation with Sweden and the European Investment Bank (EIB), with additional financial resources provided by the governments of Sweden, Switzerland and Serbia..
